GCP Trains Firefighters on Personal Escape Systems

The Garden City Park Fire
Department takes training and safety very seriously. Assistant Chief in Charge of Training, Rob
Mirabile said, “It’s my job to make sure our brave firefighters go home safe at
the end of the day”. Over the last year
or so fire departments, have been in the process of purchasing Personal Escape
Systems for all its firefighters. These
systems commonly known as ‘Bail-Out Ropes’ were mandated by law and stem from
events in which trapped firefighters jumped from windows to escape burning in a
fire. Many of those firefighters
suffered career ending injuries and several perished. The most notable case was when 6 FDNY firefighters
jumped from a Bronx apartment building on January 23, 2005. Two of the six died that day and one of the 4
survivors passed in November of last year from complications as a result of the
perilous jump. That day, known now as ‘Black
Sunday’ sparked legislation that mandated fire departments put specific systems
and training in place to help prevent such a tragedy from
happening again.

The legislative mandate seemed to
make perfect sense, but the cost of purchasing and training can overcome many
departments. That’s when GCP really went
to work. Under the direction of William
Rudnick, Chief of Department; the GCP Operational and Administrative staffs
formulated conscientious budget planning to allow for these systems to be
purchased. Starting last month
firefighters have begun a rigorous regiment of classroom and practical training
to learn how to effectively deploy these systems in the time of emergency. To date, more than 70% of Garden City Park
Firefighters, Fire-Officers, and Chief-Officers have been certified on the use
of the system. The firefighters became
so familiar with the system they were able to deploy from a simulated second
story window, while in full turnout gear, breathing through a self-contained
breathing apparatus (SCBA), and blindfolded.
Chief Rudnick stated, “It gives me great pleasure and satisfaction
seeing the department’s firefighters come together and train this hard. They now have another tool to help them get
out alive and go home safely to their families”...

The Garden City Park Fire
Department responded to a fire alarm on Marcus Avenue last evening. The fire started at about 4:45pm and spread
quickly as the first responding units reported fire on both floors of a single
family home. Initial reports of a
trapped occupant proved unfounded after firefighters made a search of the
structure. The fire was brought under
control in approximately 30 minutes under the direction of Chief William
Rudnick, Garden City Park Chief of Department.
Due to the large volume of fire and close proximity to neighboring homes
several local Fire Departments were bought in to offer assistance including New
Hyde Park and Stewart Manor with the Mineola Fire Department providing the
Firefighter Assist and Search Team. The cause of the fire is under
investigation by the Nassau County Fire Marshal’s Office. There were no reported injuries....

Garden City Park Increases use of Audible Alarms

The Garden
City Park Fire Department is currently performing a test of its audible alarm
system. The 30-Day test will allow
department heads to evaluate the effectiveness of the system. Chief of
Department, William Rudnick spoke to the public last night at a Fire District
Board of Commissioners Meeting “we are running a 30-day test to see if
increased use of the sirens will assist in generating a better manpower
response to emergency incidents and such testing will only be done from the
hours of 8AM to 8PM”. Several residents
who reside close to the Denton Avenue Substation attended the meeting to voice
displeasure of the increase.

The
Department operates two sirens, one atop each of its fire stations. They have been inactive for the better part
of 10 years only sounding for actual fires or alarm types that were critical in
nature. Prior to the moratorium both
sirens and horn blasts were common in the communities covered by the
department.

As most Long
Islanders know, the use of audible alarm systems is commonplace in the
volunteer fire service. Neighboring
jurisdictions including New Hyde Park, Mineola, and the Willistons have always
maintained an active audible alarm system using both sirens and horn blasts to
signal its members to respond. The sirens
alone, being used by Garden City Park seem pale in comparison and years ago
were strategically tuned to be less ‘offensive’ to the residents.

While there
are other ways volunteers are alerted, none is as reliable as the audible alarm
system. Electronic pagers are given to
volunteers, but the technology is not perfect, there are ‘dead’ spots,
batteries run low, and they are often left on the nightstand or in a vehicle
when running quick local errands. Cell
phones are another form of notification, but like pagers they have reliability
issues there as well. Members can elect
to have alarms sent to their phones via a text message at the members own
expense. This technology is still
developing and the volunteers are at the mercy of cell providers. Many times the text doesn’t reach its
intended volunteer for several minutes to several hours, not something that can
be relied on. When seconds count, and an
emergency is transmitted, the industry standard is to have a redundant system
of notification, so pagers, cell phones and the audible alarms in conjunction
with each other seem to be the best option.

The
department reports that not everyone is complaining. Several residents welcomed the audible sirens
to Chiefs at fire scenes recently. They
liked the fact that it alerted the community to use some extra caution because
a fire truck or ambulance may be coming down the road.

The 30-Day
test will run to approximately the third week in
December, at which point the Chief’s Office will do an analysis on response and
report their findings back to the Board of Fire Commissioners.
